This virtual training program developed with support from Natural Resources Canada’s Codes Acceleration Fund is designed to equip building officials with the knowledge and skills to confidently review and approve high-performance building projects under the NECB and its higher tiers. Through four interactive sessions, participants will explore building enclosure requirements, mechanical systems, energy modeling, and plan-checking procedures to streamline approvals and support sustainable construction. By addressing knowledge gaps and reducing reliance on external reviewers, this training helps municipalities accelerate approvals, lower costs, and strengthen compliance with Canada’s evolving building performance standards.

The instructors for this course:

Kevin Brown – Kevin has a background in energy efficient design and construction, as well as renovation and heritage building restoration, building to multiple, stringent standards. The completion of a Master of Industrial Design degree, which focused on green design, provided him with the ability to understand design intent, while making sure that the specifications are fit for purpose.
Kevin brings to his work at Nicol Design a background focused on residential construction, specifications of Passive House detailing, review of mechanical systems, and supervision and education of trades. His residential projects include single family homes and green heritage restorations. Kevin’s non-residential projects have included restaurants and heritage sites.
Kevin now runs a Passive House design and consultancy, focusing on new Passive House residential and EnerPHit projects.

Matthew Dipple – Matthew received a Bachelor of Science in Environmental Systems Engineering from the University of Regina. He is a Professional Engineer (SK, AB, MB, NU/NWT), and is a Certified Passive House Consultant.
He co-owns Airtight Engineering, where he provides energy modeling, mechanical design, and sustainable building consulting. Matthew is passionate about designing and educating about high-performance building envelopes and mechanical systems that are sustainable, resilient, comfortable, and healthy.
He transitioned from a career in the natural gas sector in 2021 after taking the PHC 120P design courses.
