Bill 23 Will End Municipal Green Standards in Ontario

We need to act now on Ontario’s Bill 23 – Updated November 24th, 2022

Passive House Canada has been closely monitoring the progress of Bill 23, the More Homes Built Faster Act, at the legislature.

Last week, the Bill went to the Standing Committee on Heritage, Infrastructure and Cultural Policy for consideration. Passive House Canada submitted a written letter and requested to speak but, like many other organizations, was denied the opportunity. Many of you also submitted written material and contacted the government to make your voices heard. We thank everyone who reached out to oppose this Bill as drafted.

Unfortunately, the committee did not amend the language in the Bill to preserve municipal green building standards. There has been widespread outrage at this and other content of the Bill that will negatively impact municipalities and communities.

The Bill is now at third reading for debate. We expect the final vote to be held as early as Monday. If you have not had a chance to contact the Minister of Housing and your local MPP, this is the last opportunity to do so.

The government appears set to proceed with this legislation in the face of widespread opposition. We will continue to press government to amend the Bill and will notify you of the outcome next week.
